hmm - I know more about guitar fx, but those usual work for vocals too, in interesting ways. any of those Boss or Digitech FX modules should have that kind of effect and are usually between $100-200 for the basic models. My favorite way to do that has always been to record on a 4 track and speed up or slow down the tape. Doesn't work live, though.

the Boss pitch transposer pedal I've got is just good for one-octave down, not up. (though it does have a nice grotty overdrive option) ... I used to have some mid-80s rackmount FX unit that went crazy high up as well as down, can't remember what the hell it was.

and oh crap, now with the curry talk, after my place across the street closed down a while back....

K. Sridhar took questions after a show here a while ago. in answer to one of the questions, he essentially dispelled the notion that ragas themselves are associated with a particular time of day. more specifically, the yogis established different tones to stimulate each chakra during specific times of day and the raga are derived from those tones.
