The method of capitalism is always to turn all against all so that labor can never come together to demand human treatment from capital. So all is inculcated as competition, as a resource that goes only to the strong. And everyone else is out to get it.
So ... when would it have been better? I'd say things have been pretty bad these last five hundred years and more, depending on where you are and how visible the victims of incivility and worse are for that time and place. And they don't seem to be getting any righter in much of a hurry.
Though maybe it's a bit heavy for a Friday afternoon. Oh, it's too hot.

Granted - Genghis Khan wasn't civil - nor Roman slavers...
I will take what Terence McKenna spoke about & go further than 500 years back to Homo sapiens leaving the woods & forests & getting Patriarchal & needed Armies & all the rest... The idea that our deep history wasn't recorded &/or has been repressed... One thinks of the 1940s characterized by some National identity that unified (I wonder out loud why the pandemic response was never like that...) - & the PostWar 1950s boom still having that... but of course, mostly for affluent white males... & then - since the 1970s, productivity has increased while wages have remained utterly stagnant... So we still have the American Dream but it's increasingly a Nightmare that no one can afford... WWII followed the Depression. Take the Money out - & the social benevolence follows...
