If I'm about to walk a dog and its collar is that loose, I always tighten it a little for safety. You do not want the collar to slip off if the dog pulls you and you are in a crosswalk or something.

when my brother was in hospice before he passed he had a feeding tube. the name on the bag was 'kangaroo' and my other brother said 'look - they're feeding him ground up kangaroo!' it was funny in an uncomfortable moment. the kangaroo will always remind me of that.
