I'm going to guess that "Stealers" refers to the fingers (pace Shakespeare). But "Wheel"? Used figuratively, it could mean a kind of dance, e.g., a reel. It's also slang, predominantly in the US, for "leg."

The band is from Sheffield and its name is Steelers Wheel. Sheffield is famous for its steelmaking, especially its cutlery. A steeler's wheel is an abrasive wheel for polishing steel surfaces. Sadly a lot of Sheffield's heavy industry has been lost, but some of the history remains in place and venue names.Feb

By the way, my first encounter with Georgie Fame and his band, aside from radio airplay, was on the pop music TV show, HULLABALOO, which every week, in a special segment, presented acts from Great Britain hosted by, of all people, BEATLES manager BRIAN EPSTEIN! Where did the name Stealers Wheel come from?

That came about one night in a pub in Tunbridge Wells in the 70s. I like the word Wheel and its connotations, and there was an American guitarist called Roger Brown, who suggested Stealers. We liked the sound of it.

btw, mackeral up-thread there @12:07, has contributed to the Rafferty phenomenon (solo, not with Egan in SW), a mash-up of sorts from the days before mash-ups were relatively easy, a mix of "Baker Street" layered multiple times, spun at various speeds and using eccentric holes. It's a doozy.
