i think the po-po are using the same psychology now with their noise toys, er, sirens. they've added a low-pitch accompaniment that does not have any positive effect in getting people to move out of the way, but from a distance sounds very scary/sickening. it's solely used to instill a general fear in the population.
and they use their sirens the entire distance for miles and miles at 5am when there are no other vehicles on the road.
definitely not using them for safety reasons. they're using them for the same reason the government has infantalized the masses. (quite successfully)

According to a relative who was there, after the Anschluß a whole lot of Viennese Jews (and half-Jews and quarter-Jews, almost all of them baptised) entered the Foreign Legion and were sent to Dakar. Because they had no particular preparation, arrived all at once, and had spent a good chunk of their lives (as my relative said) sitting in cafés and arguing, they didn't prove very good soldiers at all. However, they seemingly had all been trained in music, quite well, so the commandant formed them into an orchestra which played every Sunday for those soldiers who were uninterested in attending Mass.

My relation, for whom Sundays were the only time off from the extremely hard régime of Légion life came to _love_ classical music as a result.
