ok scott. when something is mixed into both left and right channels but the phase has been flipped on one channel it will make that instrument "appear" to come from a strange place. if you then play with the pan knob it will begin to float to other areas. of course reverb and delay can enhance this effect even more. often in the studio we use the phase button on each instrument by itself just to make sure it's not out of phase, but some of use use it as a cool effect, as you described.
