It's a habit to sing the third verse "Einingkeit und Recht und Freiheit" ("unity and justice and freedom") on official occasions. (The soccer occasions are a bit "too dump".)
The "Über alles"-verse is not originating from nazi time, but heavily connected and if you observe the ideology of Hoffmann von Fallersleben (the original author) it's intension is heavy right wing nationalism (from today's point of view).
So yes, the "über alles" can be a of strong offense especially it you communicate with "alternative coulture" people.
