The Blind tiger on Bleeker street is one of the best beer destinations in the city. The have local and non local taps.

The Swift (E 4th and Bowery) is a nice Irish Pub and it's close to the Other Music on Eat 4th Street.

As for beer, I was surprised by the paucity of good pubs in Manhattan, but maybe I was looking in the wrong places. Generally speaking, then, Germany and Belgium, and the British Isles for good ales.
