Stork, now that I think about it, it's just the way the syllables scan that "Tha Wicked Shall Not Prevail" lines up with "I'm Popeye The Sailor Man" -- although the last line of the latter stanza does seem to share the melody. Maybe anything that's 4:4 but accented on the 2nd beat works.
