But I'm not sure if he actually did it, or if he was just looking into it, and he wasn't certain that P-tin wouldn't be able to find out about it. The idea isn't that P-tin wouldn't, but....

Much of it is sourced from Russia and, so far, the awkward and difficult refusal or inability of several nations to stop that is WHY the sanctions on Russia won't work.
