Kadyrov's father switched sides to join with the Russian gov during the second Chechen War (one of those conflicts where there actually isn't a "good guy" side, tbh). So Ramzan sorta inherited his job once he turned 30 (they didn't have to change the age requirement like Syria did for Bashar).
